Packaging Recycling Rules: EPR and Recycled Content Push

Requirements for recycled content are driving material upgrades. Specific targets for recycled content have been set for various materials, and technologies for food-grade recycled materials are advancing. The supply and quality of recycled materials have emerged as new challenges for supply chains, with buyers now requesting data on recycled content ratios and certification documents during the inquiry process.

The EU’s Packaging and Packaging Waste Regulation (PPWR) represents a critical milestone. The regulation enters into force in February 2025 and becomes fully and directly applicable across member states on August 12, 2026, with requirements for recycled content, design-for-recycling, and labeling taking effect simultaneously. All packaging entering the EU market is affected, prompting a re-evaluation of packaging designs for cross-border e-commerce. These rules are no longer flexible guidelines specific to a single country but constitute unified, mandatory requirements.

Regulatory developments are advancing globally. With the EU leading the way, markets in parts of North America and Southeast Asia are following suit, and multinational brands are leveraging unified standards to compel supply chain adjustments. Environmental compliance is shifting from a regional requirement to a global norm, raising the cost of market entry.

The regulatory focus within the packaging industry is shifting from the question of “can it be recycled?” to the mandate that packaging “must be recyclable and must incorporate recycled content.” Once the EU PPWR is fully implemented, Extended Producer Responsibility (EPR) schemes and recycled content mandates will accelerate; consequently, recycling systems will become a prerequisite for packaging design rather than an afterthought or remedial measure.

EPR mechanisms are altering cost structures. EPR requires brands to pay for packaging recovery, with fees determined by material recyclability—meaning materials that are difficult to recycle incur higher costs. This directly incentivizes waste reduction and design-for-recycling, effectively reordering the priorities of packaging design.
