According to PMCF data, there were 27 global packaging M&A deals in June 2026, bringing the total for the first half of the year to 159. Industry analysts have also noted a key trend: the vast majority of acquisitions are driven by a desire to retain and operate manufacturing capacity, rather than simply for brand consolidation. The value of production capacity is being repeatedly validated by capital markets.
Capital has cast a vote of confidence in the packaging industry with real investment: paper-based materials, flexible packaging capacity, and specialized niche capabilities emerged as the most promising areas in 2026.
In 2026, M&A activity in the packaging sector accelerated significantly, with major players acquiring facilities, consolidating across regions, and extending their value chains—all happening simultaneously. For both suppliers and buyers, these capital-level shifts often signal changes in the supply landscape.
What do these dynamics mean for packaging buyers? Capacity consolidation may lead to more stable supplies but could also alter the bargaining dynamics for major clients; regional integration suggests that buyers should pay closer attention to the corporate groups backing their suppliers. Monitoring M&A trends offers a window into the future direction of industry prices and lead times.
The financial data tells a clear story. According to R.L. Hulett, global packaging M&A investment reached approximately $12.2 billion in the second quarter of 2026—more than a fourfold increase compared to the first quarter. Europe was a particularly active region, recording 33 deals, including CCL Industries’ $151 million acquisition of shrink-sleeve label manufacturer Sleever International.
Consolidation is also occurring in market segments. In August, European pharmaceutical packaging firm Faller Packaging announced the acquisition of the Greek company Paperpack; the two businesses are highly complementary, with the deal aimed at strengthening their footprint in the pharmaceutical and healthcare sectors. Since the beginning of the year, there have also been several acquisitions in supporting sectors such as inks and labels, all driven by the logic of supply chain synergy.
The paper packaging sector has seen a landmark deal. International Paper announced the acquisition of NORPAC for approximately $360 million in April and finalized the deal in June, thereby bolstering its capabilities in lightweight, high-strength packaging papers and further integrating the upstream and downstream segments of the corrugated and paperboard sectors; around the same time, Kingswood Capital acquired Coveris’s paper products business unit—renaming it Paragon Print and Packaging—betting on the long-term value of paper-based packaging.

The pace of M&A activity is stabilizing.
