Paper Prices in 2026: Price Hikes, Cycles and Cost Impact on Packaging

Paper prices operate on their own cycles, dictating both price quotes and inventory stocking strategies. Calculating raw material costs before the peak season arrives allows for a much more composed approach than scrambling to catch up with rising prices later.
The first half of this year presented a different picture. In March, multiple paper companies issued notices of April price hikes; the average price of corrugated paper rose by approximately 70 yuan per tonne within a single week. By late June, Nine Dragons Paper launched a new round of increases across its ten major production bases—with standard hikes of 50 yuan per tonne and some kraft linerboard categories rising by as much as 80 yuan per tonne—followed by companies like Shanying and Century Sunshine. These concentrated price hikes were driven by a combination of rising costs for waste paper and recycled pulp, alongside a recovery in industry profitability.
Let’s look at the latest market data. According to Tonghuashun, in mid-September, corrugated base paper was priced at approximately 3,055 yuan/tonne, boxboard at 4,175 yuan/tonne, and white paperboard at 4,360 yuan/tonne. Figures from Longzhong Information for the same period differed slightly, showing corrugated paper at 3,165 yuan/tonne and boxboard at 3,525 yuan/tonne. White paperboard saw a month-on-month decline of over 3%, while corrugated paper also dipped slightly; overall, paper prices remain in a period of adjustment.
For packaging buyers, these figures must translate into action: during an upward price cycle, it is more cost-effective to lock in prices and stock up early; during a downward cycle, one can take a more relaxed approach by comparing prices and negotiating quarterly agreements. Additionally, since raw material fluctuations inevitably impact price quotes, agreeing on a validity period for prices with suppliers can prevent the awkwardness of mid-contract price hikes.
Packaging professionals monitor specific figures every month: the per-tonne prices of corrugated paper, boxboard, and white paperboard. These figures have shown significant volatility—terms like “price hike notices,” “market bottoming out,” and “peak season expectations” have frequently appeared in industry news. This article reviews this year’s paper price trends to serve as a reference for procurement and quoting activities.
The pulp market is also seeing movement. In mid-September, pulp futures traded around 4,760 yuan per tonne, while spot pulp prices (according to Longzhong data) stood at approximately 4,900 yuan per tonne, marking a weekly increase of about 1%. As pulp is a primary cost component for packaging paper, fluctuations in pulp prices ripple through the supply chain—impacting paper prices and, subsequently, quotes for packaging boxes.
Institutional outlooks lean toward cautious optimism. A research report by Huatai Securities in August noted that the market for containerboard and corrugated paper defied the usual “off-season” slump; July figures showed year-on-year improvements in prices, shipment volumes, and inventory levels. With reduced imports of recycled pulp and rising costs for domestic recovered paper, the downside for paper prices appears limited, signaling a cyclical bottom; future performance will depend on demand during the peak season and the pace at which price hikes are implemented.
